What tool is needed to install the rivets?

Got the rivets... they fit, but I can't find the right tool, or any shop that knows how to install them.

One way to get the rivets installed would be to use an air hammer with flat end on head of rivet and have the backside up against something hard to flatten it. Otherwise, there is some solid rivet tools offered.
