Does this swivel up & down?

These spotlights are available in two different mount styles, depending on what you choose. The late-style stud mount, which is not adjustable up or down while the swivel mount is indeed adjustable up and down with a locking bolt to hold it in place.

I have 2 wires that connect.this has 1.

That's correct, these particular Drag Specialties are internally grounded. So long as the machine you have uses a metal lightbar, you shouldn't have any problem installing this on your bike. Just tape-off, or otherwise secure in a workmanlike manner the OEM ground wire and, of course, wire the spotlight up to the hot lead and you'll be all set.

Can I replace the 25 watt spotlights on my 2000 Kawasaki 1500 Classic with 55 watt spotlights without any electrical issues?

You should have no problem doing so, but I would highly recommend using a switched power relay as to not put any additional strain to the factory wiring harness on your Vulcan. Simply search our store for "Kuryakyn Universal Wiring & Relay Kit" and you'll have what you need to get things going. As the relay kit is a universal design, you may have to modify the plug ends for your lights in order to get them to work with this kit. This harness attaches to your battery, which will draw power directly and not strain the factory wiring with an additional load. The relay can be wired with the stock switch, or with a little electrical know-how, you can wire this relay to activate with your high beam lights.
