what do you mean by inner and outer?

In the case of newer Sportster models, there are actually three different gaskets used to seal up the rocker boxes. The inner and outer rocker box gaskets are on the upper side of the rocker box; the outer gasket is just that, it seals the perimeter of rocker box cover against the rocker box and the inner gasket goes around the spark plug's location on between the cover and the rocker box itself. Then of course, there's the lower rocker box gasket that fits between the cylinder and the rocker box.
