what size drill bit do you use ? and do you press it in by hand ?

If your fitting is already out of the carb you are repairing, this piece can be started by hand. You typically need to give it a tap with something soft to get it seated fully.

installing do you just put a wrench on it and twist it in?

To fit this part, you need to ream the inlet hole on the carb, and then press the new fitting into place. It's not of a screw in type installation. It has to be pressed into position.
