what exactly is the clamping range of this clamp?

Cobra's exhaust clamps have a range that's a little less than 1/8" above and below the clamp diameter that you select. In the case of the 1-1/4 in. clamps, it would be slightly more than 1-1/8" at a minimum diameter to a little under 1-5/8" at maximum width.
