what would I need to make this work on a 1998 flhtcui?

So long as you're comfortable with doing some minor electrical work, there really isn't much to fitting this speedometer to your bike. You do have to be careful about running wires so they don't get caught up on anything (steering, front wheel &etc.) and you may need to fabricate some brackets in order to fix the instrument where you like. All it really needs is a 12 volt power supply which you can source it straight off the bike's wire harness. And, the included instructions do an excellent job of explaining how to configure the device.
