Is this for both forks? Sold as a set or individual?

Without knowing what machine it is that you're working on, I can't say for sure. Provided your bike has serviceable fork cartridges in both forks, then yes - Gold Valve kits from Race Tech come with enough components to service both forks on any machine that you select from our fit guide. Some older bikes, in particular, only have damping cartridges in one fork, and as such, the kit you'd receive will only come with enough parts to service that one fork.
