I put two bikes under the "Does it fit" category and it says this item number works on a "2000 Heritage Softail Classic FLSTC" as well as a "2019 FLHTCU ELECTRA GLIDE ULTRA CLASSIC"? The only thing that changed was the pricing and if it was in stock.

Unfortunately no, each bike requires a different cam locking tool since the Twin Cam uses two cams while the Milwaukee Eight utilizes a single cam. As such, the interface with the cams is completely different with the tools and they're not interchangeable. You'll need a different tool for each engine.
