Will this fit a one and a quarter inch round handlebar

The included clamp will fit up to 1-1/8" bars, but not 1-1/4. Buuuut, if you were to add a Kuryakyn P-Clamp to your order, then you'd have a clamp that would work with this instrument, would fit 1-1/4" handlebars and would, probably just as importantly, look way better than the steel piece that comes with the instrument. Only thing is - you'll have to use a different bolt to attach the tachometer to the clamp since the one that comes with the tachometer is way too long.
