CAN THIS BE ADDED TO THE COBRA SADDLEBAG BRAKETS. I have a 2016 honda vt 1300 stateline

I have a 2016 honda vt 1300 stateline that I bought a saddlebag kit, but the screws are small enough only for the one bracket, not sissy bar bracket addition. can I put both of them and have a sissybar along with my saddlebag bracket?
