How Many mm do they pivot back?

Without knowing what machine it is that you have, it's impossible to specify those dimensions. These risers mount within the OEM handlebar bar mounts, and depending on the height (it varies from machine-to-machine), that would give you an idea of the pivot distance. eg. If they have a 2" rise, you could use it to move the bars 2" closer or further away, or just 2" taller. To your second question, again - it depends on what machine it is that you have. Sometimes you don't need longer cables. Your best bet to confirm if that's the case or not would be to determine how much rise you'd get with the kit that fits your machine, and then carefully measure that by unbolting the bars that are on it right now, moving them up/back/forward the prescribed amount and seeing if the cables have enough reach to accommodate the new risers.
