Do I need a gasket kit if I am doing the clutch

We always recommend that you acquire a clutch cover gasket whenever servicing the clutch so as to be sure you have what you need to finish the job. If your machine is in good condition, and you're careful when taking the clutch cover off, you can often re-use the clutch gasket that's on there. It's impossible to say whether or not the clutch gasket that's on there will survive the cover removal process unharmed, however - and it's for that reason we advise that everyone purchase a clutch cover gasket in addition to a clutch component of any kind.
As the old saying goes, it's always better to have a clutch gasket and not need, than need the clutch cover gasket and not have it!
what is meant by base gasket

The base gasket would be the cylinder base gasket. That particular part is not included with this gasket kit.
