Yes, if you were to choose the 2000 Harley Davidson FLSTF Softail Fat Boy and 2003 Harley Davidson FLSTC Heritage Softail Classic, you'd receive the correct highway bars to fit those machines, respectively. Each kit comes with all required installation hardware and instructions to help you get the job done.
The folding highway pegs look slim and not very durable from the picture is this the case

So far as we're aware, the footpegs have proven rather durable in the long run. They've elicited no complaints from any of our customers. And, looks can be deceiving since the bar itself measures 1-1/4" thick - so the pegs aren't actual flimsy at all. It really is a rather nice highway bar with a slick footpegs setup that fold away for a clean look when not in use.
