Will this fit my 2010 Honda Interstate?

This bar it not compatible with the 2010 Honda Interstate due to the design of the fender and bag system factory equipped to the motorcycle. Cobra does not currently offer a sissy bar that will work for the VT1300CT Interstate at this time.
Will this fit the 2014 Yamaha XVS1300CTF V-Star 1300 Deluxe with the factory hard saddlebags?

Unfortunately, Cobra does not currently offer any sissy bars to fit a 2014 Yamaha XVS1300CTF V-Star 1300 Deluxe. The factory saddle bags would inhibit installation. I would suggest checking with your local Yamaha dealer at the Yamaha branded bars, they would be designed with those factory bags in mind.

Which luggage rack fits this backrest

All Cobra sissy bar kits are specifically engineered to work with a Cobra Tubular Sissy Bar Rack or a Cobra Formed Sissy Bar Rack. You'll find that either of those racks comes with the requisite hardware (usually, just a longer set of bolts), for attaching them to your Cobra sissy bar.
