This might be a dumb question but for a 2016 yz250f is this radiator shroud the power flow intake shroud? Or do you have to buy that separate? Im asking this because if you look this part up alone on the inside it has that red powerflow. This picture does not show...

Yes, the radiator shrouds are indeed of the Powerflow design. While it's not displayed in the photos, the radiator shrouds do have the additional ducting to provide additional cooling air to the engine. There's no need to purchase anything else to get the Powerflow shrouds.
does this kit come with the screws or do i need to purchase

Does this kit include radiator louvers?

Radiator louvers are not included as part of Cycra's Powerflow plastics kits. You are to re-use the OEM louvers in order to install this plastics kit on your machine.
Are these the same ORANGE color as the OEM plastics?

Cycra's plastics are indeed designed to match the original colors for the machine that you select from our fit guide. Mind you, they may not be a perfect match since colors may fade over time. Of course, this is impossible to account for.
in your picture for the original color it shows the radiator shrouds in all red but the real original color for those radiator shrouds is white and red so my question is do they come in full red or white and red

Cycra's Powerflow Plastics kit for the 2015 Honda CRF250R comes are indeed all-red just like the image shows once you select your machine from our fit guide. Cycra doesn't make this particular kit in exact OEM Honda CRF replica colors. If that's what you're after, check out the Acerbis Complete Plastics Kit for the 2015 CRF250R Honda and select the 14 Original color scheme. With that, you'll get the red/white CRF radiator shrouds, a red front fender and with all of the other plastics in white. It's the same color as the 2015 model year CRF250R plastics.
how well does the color match OEM plastic

Very well, actually. About the only time they don't match is when the OEM plastics have been bleached by the sun. As I'm sure you understand, this is impossible to account for. Compared to factory new, Cycra's plastics have a color that's spot-on to the OEM plastics.
