Kuryakyn has made a chrome inner primary cover that fits my Road King like a glove. It looks great and went on fairly easily although I did have to partially drill out a plastic clamp piece that had not been fully machined correctly which made the install a little more interesting.

Do you have to dismantle your primary and do a new gasket for install

Nope! This piece just covers the outer gap on your machine. It does not require the disassembly of the primary cover to complete the installation. You only need to remove a few bolts on the upper portion of the primary to install this cover. Literally a five - ten minute job, depending on what machine you're working on.
Does the outer primary cover have to be removed to install this inner cover on my 1995 Softail FLSTC?

After checking the installation instructions for this cover for that 1995 FLSTC, you would just need to remove some of the bolts from the primary in order to put this cover in place.
