The rack is framed with 3/4" thick tubes, so you just take three-quarters of an inch out of the length and width listed and that'll provide you with the maximum inside dimensions at its top. Inside the rack, the mesh is at the outer edge. In the case of that front rack, that puts it at 12 inches front-to-back and 36.625" wide. As far as the paint goes, it's of a semi-glossy finish.

As the rack is of a universal design, you can mount it pretty much anywhere you want. As I'm sure you've noticed, other than dimensions - the main differences between the front and rear racks is that the rear rack has one side that's open. If the rear rack meets your needs as far as measurements are concerned, you should be able to mount it on the front of your ATV without issue.
