does dipstick still indicate the same level when using this spacer/

The spacer block adds a negligible amount of of volume to the bike's oil capacity. You are to read your dipstick's oil level in the same way as if the bike were in its stock configuration.
Mind you, this kit does require that you purchase longer bolts and also, two gaskets with HD part number 62432-93.
