will the honda 2003 xr 650r oem rim lock work with this rim?

It's only when you're going to a wider rim diameter from stock that you may run into issues with the actual rim lock not being wide enough to get a bite on the tire's bead. Otherwise, I don't see why it wouldn't. Typically, the Honda rim locks aren't anything special, though you may have to drill the hole in the rim a smidge for it to fit. Other than that, if you're using a wheel width that's the same as stock, you should be all set.
