Does the box come with the cables to plug it in?

Yes, that's correct. All required wiring components are included with each TFI box. They're designed to plug into the OEM wire harness with ease. Some applications may require that you use the OEM battery post to add a power lead, but otherwise, they're pretty straight forward when it comes to installation.
Does this come with the tunes already downloaded or do i have to buy them separate.

There are no maps, per-se, on this device. Rather, it's to be programmed by using the buttons on the device itself. There are no maps to download nor do you need a computer to set it up.
Simply follow the guidelines included with the instructions and in a few minutes, you should be all set. The device is set up to act much like a carburetor with its low / mid / high settings. It's really easy to use and quite effective, too.
