How should I measure my current cable to order the same length

You would want to measure the housing length of the old cable, which would be the covering that the actual cable slides in and out of to determine the correct length needed.
Does this work as the throttle return cable as well? Or is there another cable just for the return?

This would only be used as the pull cable. You would want to search for Drag Specialties Braided Idle Cable to find that return cable.
