Yes, if you were to select a vented version of this windscreen, you'd receive the vent with the kit as well.
The 33 inch measurement is it after installed?

Height is measured from the top of the headlight to the top of the windscreen with, of course, the windshield installed.
Are you able to close the vent in colder weather?

Yes, for the windshields that are equipped with a vent, it can be closed so as to keep more wind off of you in cooler climates.
