So I've got an o2 sensor code on a bike I've recently built, I had to take it to Harley to have an ECM installed, and tuned for the headers, and Reinhardt exhaust, it consistently has a p0031 code that will not clear. I paid about $1200 for the new ECM & tune, and the bike seems to run just fine, and the engine light goes off intermittently but the p0031 is always active. Will this fix the engine light issue, and keep from having to run o2 sensors?
Maybe - and I only say that because it could be something happening further up on the wire harness. So maybe check to be sure it's in good shape before ordering this. The sensor code you're referring to is indicative that the heater circuit on your O2 sensor isn't functioning properly. So, if the problem is on the bike-side of the O2 sensor, then this isn't going to solve that problem. If it's the O2 sensor that's got a bad heating circuit, then yes, this would almost certainly make that problem go away. So long as the tune you're using doesn't rely on O2 sensor feedback, then this could be considered an option for your needs.

Nope. This kit includes two bypass plugs, one for each sensor on your bike. You only need to purchase a quantity of 1 to service your bike.

These are designed for machines that have had their oxygen sensors removed. This bypass kit is specifically designed to use with tuners that don't require oxygen sensor feedback. You could use them without a tuner, but your bike might not run well, especially when warming up. They just provide a signal to the ECU that the engine is receiving fueling correctly to meet emissions requirements 100% of the time. In this way, it's easier for dyno tuners to build a proper engine map without the constant fluctuation of sensor input.

Yes, that's correct. As far as the ECM is concerned, with these installed, the O2 sensors are reading the air/fuel ratio as ideal based upon throttle position. This makes tuning a lot easier!
