can this rack be mounted to the deck of a flatbed atv trailer?Thanks!

Sure! This can be easily mounted on pretty much any flat surface. You may have to drill another hole or two and, of course, use the proper bolts to get through you trailer's floor. Other than that, no problemo - we really like these fuel can racks ourselves!
