My 2016 FXDB mount point on the bottom are 12.5 inches wide? Are these an exact fit?
Yes, these bars are an exact fit for the bike in question, so long as you select the 2016 model year FXDB from our fit guide. In fact, we guarantee it.
So long as you're fitting them to the machine you select from our fit guide, you shouldn't have any problems getting everything mounted up.
will this work with forward controls

As a general rule, forward controls and engine guards are mutually exclusive parts. You can have one, but not the other. The only exception to this rule applies if your bike shipped from the factory with forward controls installed as standard and it's not a CVO/Screamin' Eagle model. Unless your bike comes stock off the showroom floor with forward controls, these engine guards will not fit your machine.
