does this plug straight into the existing wiring harness of a 1997 Harley davidson Ultra Classic electra glide? or do you have to cut and splice?

No cutting of the OEM harness is required to complete the installation, but you will have to use some butt connectors to get everything to light up. You must, however, drill into the Tour Pak to correctly fix this to your machine.

I have a 2017 roadglide special with oem tour pak mounted i want to install the lights on the tour pak the Does this light come with the template for dilling the mounting holes and square hole for light wire harness plug in

Yes! Each of these kits comes with a full size mounting template to expertly guide your marks and the drilling that needs to be done in order to install this kit. There's no need to measure, just line up the template, make your marks and go!
